Step 2 of 11 Part B
Eligible partner category
Tick each category within which the applicant, or a consortium member, falls.
Namibian participation is scored, not requiredNamibian participation strengthens a submission but is not a condition of applying: Namibian content is a scored criterion (12%), not an eligibility requirement.
Step 4 of 11 Part D
Technical and financial concept note
This is where scoring is won
Submissions are scored against six published criteria: technical capability 25%,
financial capacity 20%, development impact 20%, ESG commitment 15%, Namibian content 12%
and innovation 8%. Development impact and Namibian content together carry 32% — the
largest single theme.
Recommended length: no more than ten A4 pages, excluding annexes.
Equity, debt and grants, including amounts already secured.
From agreement to operations.
Land, permits, facilitation.
Cover each of the following. You may also
attach this as a document at step 9 instead of typing it here.

Step 8 of 11 Part H
Declarations
In submitting this Expression of Interest, the Applicant acknowledges the rights of the Office of the Governor as set out in Section 2 of the EOI notice, acknowledges that submitted documents may be used as described in Section 2.6 (Use of Response Documents) while the Applicant retains its intellectual property rights, and warrants that it:
You must be able to confirm all 10 statements to submit this application.
Where to check the ineligibility lists
Applications from listed firms will be rejected, so check before you confirm the declaration above.
Step 9 of 11 Part I
Confidentiality and conflict of interest
Read each statement and confirm it is true for your organisation. All eight must be confirmed.
I1. Confidentiality
I2. Conflict of interest
I3. Disclosures
If your organisation, its directors, shareholders, personnel or advisors have any relationship or interest that could be seen as a conflict of interest, describe it below.
A disclosure does not automatically exclude your application: the Office of the Governor will assess whether the conflict can be managed.
Step 10 of 11 Part J
Check and attach
Confirm what you are attaching, then upload the files. Accepted types: PDF, Word, Excel, JPG, PNG and ZIP, up to 25 MB per file and 200 MB in total.
If you have completed the official form
offline, attach it here. Otherwise attach a signed cover letter on your letterhead.

for every nominated person, financial capacity evidence, organisational chart, consortium
letters where applicable, and the Namibian certificates above if they apply. Select
several files at once.
Participation in any stage of the EOI process is at the applicant’s sole risk, cost and expense. This EOI does not constitute a tender, procurement process, or binding commitment by the Office of the Governor, the Regional Investment Committee, or the Government of the Republic of Namibia.
